Chad develops new legal framework for film industry

Chad is developing a new legal framework for its film industry through a proposed Cinema Code. The draft legislation, consisting of 196 articles across ten titles, was presented to Abakar Rozzi Teguil, the Minister of Tourism Development, Culture, and Handicrafts, by a committee of experts led by filmmaker Issa Serge.

The draft aims to regulate the entire cinematic value chain, including professional training, production, distribution, and the preservation of works. Key provisions include the establishment of a national cinema center, a national support fund, and a national ticketing system. It also introduces professional cards to formalize access to film careers and provides incentives to encourage foreign productions and co-productions.

Minister Teguil noted that while Chadian filmmakers have achieved international recognition, the country has lacked a specific legislative framework. He emphasized that the absence of such laws has hindered investment, weakened professionals, and left works vulnerable to piracy. Following a period of consultation with industry professionals and the private sector, the draft is expected to be submitted to the Council of Ministers and subsequently to Parliament for review.
