Changsha investor faces legal battle over residential parking spaces

A legal dispute has erupted in Changsha, Hunan Province, between a female investor and hundreds of residents over the ownership and commercialization of public parking facilities.

In 2018, during a period of low market activity for a specific residential project, an investor identified as Ms. Wu purchased 196 parking spaces for 14 million yuan. This acquisition accounted for approximately 40% of the total parking capacity in the development. Her decision was based on long-term local infrastructure planning that predicted significant growth in the area.

As local infrastructure improved and residential occupancy increased, the demand for parking surged. Ms. Wu subsequently began renting the spaces at 500 yuan per month, a rate double what the original developer offered in 2018. To secure her holdings, she installed specialized locks to prevent unauthorized use, leading to intense friction with neighbors and residents regarding the rights to communal amenities.
