Cheikh Tidiane Sarr takes leadership of Senegal's ARTP
Cheikh Tidiane Sarr has officially assumed leadership of Senegal’s Telecommunications and Postal Regulatory Authority (ARTP), succeeding Dahirou Thiam in a handover ceremony held on October 5, 2026.
Sarr’s mandate focuses on anticipating technological disruptions and implementing data-driven regulation. He aims to align the authority’s actions with the “Senegal 2050” national transformation agenda and the New Technological Deal. His strategy includes adopting the fifth-generation (GEN5) regulatory framework defined by the International Telecommunication Union (ITU) to improve service quality transparency and foster co-regulation with industry stakeholders.
In addition to telecommunications, Sarr intends to strengthen the postal sector by establishing a unified regulatory framework for postal and logistics services. This includes supporting the strategic restructuring and recovery of La Poste. He emphasized a management style based on professional integrity, continuous training, and a commitment to being a “market builder” that ensures economic competitiveness and territorial equity through digital inclusion.
