Chiba heavy rain: 13 dead and 7,000 homes damaged one month later
One month after the record-breaking heavy rains in Chiba Prefecture, the impact of the disaster continues. The rainfall, caused by a ‘squall line type’ linear precipitation zone, resulted in 13 deaths and damaged over 7,000 homes through flooding. In areas such as Chiba City and Oamishirasato, some residents remain in evacuation centers.
The extreme weather caused simultaneous road flooding, building inundation, and transportation disruptions that overwhelmed traditional flood control measures. Approximately 3,100 vehicles were stranded on roads during the event.
In response to what has been described as unprecedented urban flooding, Chiba Prefecture has established an expert committee to develop new countermeasures. The prefecture is introducing a new strategic approach focused on ‘preparing,’ ‘enduring,’ and ‘recovering quickly’ to minimize damage and ensure the rapid restoration of urban functions during future extreme weather events. Governor Kumagai emphasized the need for a societal shift where businesses, local communities, and individual citizens all take personal responsibility for flood risk preparedness.
