Chiba heavy rain: 90% of partially destroyed homes ineligible for government aid

Following the heavy rains in Chiba in August 2026, reports indicate that approximately 90% of the more than 3,000 issued disaster victim certificates for partially destroyed houses do not qualify for national or prefectural government subsidies. Local authorities and residents have pointed out that inland flooding, which often lacks visible damage like impact marks from driftwood, frequently results in lower certification levels.

Regarding private insurance, the General Insurance Association of Japan reported that as of August 28, 2026, there have been 32,333 accident reports related to the storm. Total insurance payouts have reached approximately 35.4 billion yen across 30,030 cases.

Special measures have been implemented in areas covered by the Disaster Relief Act, allowing policyholders to defer contract renewals and premium payments for fire, automobile, and injury insurance until the end of October 2026. The association also issued warnings regarding potential fraud, including unauthorized agents claiming to act on behalf of insurance companies.
