Record-breaking heavy rainfall in Chiba Prefecture has caused significant casualties and infrastructure damage. Authorities report at least 13 deaths and 2 missing persons following the intense storms that began on August 13.

Residential damage is extensive, with over 2,000 homes experiencing flooding, including 55 partially destroyed and 2 completely destroyed structures. In Chiba City, rainfall reached 367 mm in Chuo Ward, a 76-year record. A major issue has emerged regarding approximately 2,500 to 2,700 vehicles abandoned on roads due to flooding, creating traffic hazards and complicating recovery efforts.

Infrastructure and services have been heavily impacted. JR East reports ongoing disruptions on the Sotobo Line, with repairs targeting a full resumption by August 24. Logistics have also suffered, with Japan Post suspending operations at eight post offices and various delivery delays reported by Yamato Transport and Sagawa Express.

Medical services were affected as Chiba University Hospital had to suspend most surgeries due to flooded drainage equipment. In response, Prime Minister Sanae Takaichi held a cabinet meeting to direct enhanced measures for underpass safety and to expedite financial support for affected municipalities.
