Chicago Public Schools approve $9.8B budget amid funding and payroll concerns

The Chicago Board of Education voted 11‑7 to approve an amended $9.8 billion budget for Chicago Public Schools. The plan adds $150 million in state funding that has not yet been allocated, eliminates a mid‑year spending freeze and reverses previously considered teacher layoffs.

CPS officials warned the reliance on unguaranteed state money could jeopardize short‑term financing needed for September payroll and the start of the school year. Board members cited the loss of pandemic‑era relief, higher operating costs and declining enrollment as drivers of a $700 million shortfall. Illinois House Speaker Chris Welch pledged support for additional funding, while Governor J.B. Pritzker said a balanced budget is essential but noted no plan has been presented. Critics, including Civic Federation President Joe Ferguson, questioned whether the state could secure the required legislative vote for the extra funding.

Labor groups, such as the Chicago Teachers Union, continue to push for higher wages and full staffing, arguing that budget delays threaten classroom operations and student services.
