Chihuahua Commission approves reforms to wills and audit immunity

The Governance and Constitutional Points Commission has approved two legislative reform projects in Chihuahua, Mexico.

The first initiative, presented by Deputy Guillermo Ramírez Gutiérrez, seeks to amend the Civil Code regarding wills. The proposal aims to reduce the required number of witnesses from three to two, provided at least one witness is literate. It also includes provisions for individuals unable to sign documents, allowing for fingerprinting or designating a person to sign on their behalf.

The second approved project proposes amending Article 179 of the State Constitution to grant constitutional immunity to the head of the Superior Audit Office of the State. This measure is intended as an institutional guarantee to protect the auditing functions from external pressure or retaliation, rather than as a personal privilege for the individual holding the office.
