Governor Maru Campos appoints Jesús Salvador Carrillo Castillo as Chihuahua secretary

Governor Maru Campos of the Mexican state of Chihuahua named Jesús Salvador Carrillo Castillo as the new head of the Secretariat of Human Development and the Common Good (SDHyBC). Carrillo Castillo succeeds Rafael Loera, whose departure was announced without clarification on whether he resigned or was asked to leave.

Carrillo Castillo is a mechanical engineer from the Instituto Tecnológico de Chihuahua and holds a master’s and doctorate in economics from El Colegio de México, where he also taught. He previously served as the Subsecretary for Technical and Follow‑up at the Governor’s Office, overseeing the implementation of strategic programs. His career includes research for the Instituto Mexicano para la Competitividad and work on economic methodology at the National Hydrocarbons Commission, as well as a Fox International Fellowship at Yale University focused on energy reform.

In her remarks, Campos urged Carrillo Castillo to maintain continuity of the department’s strategic projects and to keep a close relationship with citizens, especially families in greatest need. The appointment signals the administration’s intent to strengthen social support, inclusion and community development across all regions of Chihuahua.
