Chihuahua protests water cooperation deal with Israel

Civil groups, feminist and environmental organizations and supporters of Palestine called for a nationwide march on 1 August to reject the water‑cooperation agreement between the Chihuahua state water agency (JCAS) and Israel's Ministry of Foreign Affairs. Demonstrations were planned simultaneously in cities including Ciudad Juárez, Chihuahua, Mexico City, Tijuana and others. Protesters claim the pact, signed on 23 February 2023 and running to 2027, benefits Israeli private firms, was not registered with Mexico's foreign‑relations authorities, and threatens local water access.

The Chihuahua state government, led by Governor María Eugenia Campos Galván, argues the agreement is a legal technical‑cooperation programme to share knowledge on water‑system design and crisis management, without granting any rights or concessions. A separate local rally in Chihuahua city, organised through social‑media, echoed concerns that the deal could jeopardise water distribution for the population.
