Chile advances universal childcare (Sala Cuna) legislation

The Chilean executive has submitted a set of amendments to a bill that would extend the right to universal childcare (sala cuna) to all workers. Key changes include revising article 203 of the Labor Code, establishing a joint financing fund of about 10 billion CLP, and a phased four‑year rollout. The proposal also creates a technical commission to set provider contributions and allows pre‑2017 centers with JUNJI certification to join the system. Currently only 27 % of children attend a sala cuna; the reform aims to raise coverage while ensuring quality standards.

Proponents argue that expanding childcare access could reduce the 10 % female unemployment rate recorded in the January‑March quarter and boost overall productivity. The legislation emphasizes a co‑responsibility model that balances state, employer, and household contributions to sustain the program.

The bill still faces debate over funding levels, provider incentives, and the enforcement of quality criteria for both public and private facilities.
