California enacts sweeping digital safety laws for minors
California Governor Gavin Newsom has signed a comprehensive package of 13 laws aimed at enhancing digital safety for children and adolescents. A primary component of this legislation bans social media platforms from providing addictive features—such as infinite scroll, algorithmic recommendations, and autoplay—to users under the age of 16.
The laws also introduce strict regulations for artificial intelligence. AI chatbot operators are now required to perform risk assessments before product deployment and must include mental health resources. In cases where a chatbot detects signs of self-harm, operators must notify parents. Additionally, the legislation establishes a framework for independent AI verification organizations and a state registry for AI auditors to ensure compliance with safety standards.
Further protections include expanded privacy rules for student data, prohibiting tech companies from using educational data to train AI models. The package also broadens criminal sanctions to include AI-generated or digitally altered child sexual abuse material.
