Chile delays plastic law as Spain extends Italian border controls

Chile's Environment Commission has unanimously ratified a proposal to amend Law 21.368 regarding single-use plastics. The amendment aims to address operational and certification difficulties by postponing the regulation's entry into force until January 7, 2028. This delay affects requirements such as the mandate for supermarkets to offer at least 30% of beverages in returnable packaging.

The proposal also seeks to facilitate the transition to paper, wood, or cardboard products in dining establishments by removing the need for specific certifications for these materials. Environment Minister Francisca Toledo stated that the extension provides necessary time to consolidate changes in returnability and allows for alternative ways to prove compliance while technical certification entities are being established.

In Europe, Spain has extended border controls for travelers arriving from Italy via air and sea until September 22, 2026. The 15-day extension follows a period of tension between Madrid and Rome regarding the management of migrant arrivals in Ceuta. The measures are subject to continuous evaluation and may be lifted earlier if the underlying threats subside or less restrictive measures become effective.
