Chile evaluates modular construction to expand prison capacity
The Chilean government is evaluating the use of modular construction systems to accelerate the development of new prison infrastructure and address severe overcrowding. Public Security Minister Martín Arrau announced that details regarding a modular prison plan are expected after January 1, 2027. This initiative aims to supplement existing concession projects, which are intended to provide 20,000 new prison spaces over the next decade.
Currently, Chile faces a significant capacity deficit, with approximately 66,000 people deprived of liberty in closed regimes against a capacity of roughly 40,000 places. Minister Arrau noted that the government requires additional capacity beyond current plans because the situation is urgent. The modular approach could allow for the completion of facilities in approximately 18 months.
In the Ñuble region, Minister of Justice and Human Rights Fernando Rabat is exploring modular systems specifically to expedite the construction of a new prison outside the urban area of Chillán. This project seeks to relocate the current facility from the city center to a more suitable location. To study international best practices, officials from the Ministry of Justice have been sent to Argentina, France, and England to analyze similar infrastructure models.
