Chile housing crisis: rising demand and reconstruction efforts

Chile faces a significant housing crisis characterized by a demand exceeding 1.7 million requirements and a qualitative deficit of over 900,000 homes. During a meeting with the Housing Commission, Carlos Huidobro, head of the Housing Policy Division at the Ministry of Housing and Urbanism, noted that while demand is rising, building permits have seen a sustained decline.

Concerns were raised regarding the efficiency of housing subsidies. Although funding levels are similar to 2017, current resources cover only about half of the required subsidies for 2026. Additionally, over 44,000 individual subsidies under the DS49 and DS1 programs remain unapplied between 2021 and 2026, with the highest concentrations in the Metropolitan, Valparaíso, and Biobío regions.

In Valparaíso, Victor Reinoso Valdés has assumed the role of director for the Housing and Urbanization Service (Serviu). His primary mandate is to accelerate the reconstruction of homes in areas affected by the February 2024 fires in Viña del Mar, Quilpué, and Villa Alemana. Reinoso, who previously managed reconstruction efforts following the 2010 Biobío earthquake, stated that restoring community trust through reconstruction is a top priority alongside addressing informal settlements.
