Chile lawmakers introduce digital creator rights bill
On 22 July, the Chilean Chamber of Deputies received a bill that would create a civil statute to protect the economic and digital rights of digital content creators. The proposal sets transparency obligations for online platforms on monetisation criteria, account suspension reasons and algorithm changes, and requires human review of restrictions. It mandates written contracts for advertising campaigns between creators, brands and agencies, caps payment periods at thirty days, and ties exclusivity clauses to specific compensation. The draft also includes rules to safeguard creators’ voice, image and likeness from unauthorised AI‑generated use. The law does not create new state functions or fiscal expenditures, relying on civil contractual enforcement and ordinary courts.
If enacted, the measure would address current imbalances in platform‑creator relationships, providing clearer rules for monetisation, data access and AI usage while keeping the creator activity classified as a civil, not labour, activity.
