Chile Libertarian Party proposes blanket pardon for police convicted during 2019 protests

The Libertarian National Party (PNL) in Chile has introduced a bill seeking a general pardon for soldiers, Carabineros and PDI officers convicted or under investigation for using force during the October 18, 2019 social unrest. The proposal was presented by former deputy and party leader Johannes Kaiser, who argues that uniformed personnel who acted to maintain order were unfairly penalised while many perpetrators of violence have escaped punishment.

Kaiser criticised the Ministry of Public and the current government's handling of the cases, emphasizing the need to recognise the service of the police and to collect signatures supporting the measure. If approved by Congress, the bill will reopen debate over accountability, human‑rights investigations and the balance between security and justice in Chile’s post‑unrest era.
