Chile reforms Becas Chile scholarship program after $92 billion debt and 1,666 non‑returning scholars

The Chilean government announced a comprehensive reform of the Becas Chile scholarship scheme, which funds postgraduate studies abroad. A ministry audit uncovered a debt of roughly 92 billion Chilean pesos linked to 1,666 beneficiaries who have not fulfilled return, degree‑validation or repayment obligations. The audit also identified about 481 billion pesos in funds still under monitoring for scholars in grace periods or ongoing studies.

Since its launch in 2008, the program has awarded 12,589 scholarships to 11,340 Chilean students in 40 countries, most commonly the United Kingdom, Spain and the United States. Non‑compliant scholars represent about 14 % of all awards and account for an estimated loss of $91.7 million. The government plans tighter eligibility criteria, stronger tracking mechanisms and stricter enforcement of return and service commitments, as explained by Science Minister Ximena Lincoln.
