Chilean audit finds $239 million in rent subsidy irregularities

An audit by the Contraloría General de la República (CGR) has uncovered irregularities in the Urban Integration Program for Camps, involving rent subsidy payments exceeding $239 million. The investigation, which covered the period from January 1, 2025, to March 29, 2026, revealed that 168 subsidies were paid to deceased individuals.

The audit highlighted significant delays in contract regularization by the Subsecretaría de Vivienda, with some cases taking up to 1,133 days to resolve, resulting in an estimated fiscal loss of $110,884,553. Other findings include 19 beneficiaries who held rental contracts with their spouses, which violates program requirements, totaling $14,405,016 in payments. Additionally, two individuals continued to receive subsidies despite having already been granted housing in 2024, amounting to $3,539,119.

The program is administered by the Ministry of Housing and Urbanism (Minvu) and executed by the Subsecretaría de Vivienda and regional Serviu offices. Following these findings, the CGR has ordered the regularization of funds with the Inter-American Development Bank (IDB) and initiated disciplinary procedures to determine administrative responsibilities.
