Chilean lawmakers propose law to close properties for noise violations

Chilean deputies Andrea Parra, Carolina Tello, César Valenzuela, Álvaro Ortiz, and Mario Olavarría have introduced a legislative initiative titled “No más ruidos” (No more noise). The bill seeks to amend Law No. 18.695, the Constitutional Organic Law of Municipalities, to grant local governments greater authority to address persistent disturbances.

Under the proposal, municipalities could request the temporary closure of properties through Local Police Courts if a premises accumulates three or more infractions within a three-month period. The proposed closures would range from 15 to 90 days, with the possibility of extending up to 180 days for aggravated cases.

The legislators argue that the measure is necessary to protect the tranquility, security, and health of neighborhoods, particularly in high-density areas like the Metropolitan Region. They note that current municipal enforcement powers are insufficient to manage the challenges of modern urban living and the complexities of residential and commercial coexistence.
