Chilean lawmakers propose ‘Ley Morocho’ to protect animals during emergencies
Chilean lawmakers have introduced the ‘Ley Morocho’ (Morocho Law), a legislative project designed to integrate animal protection into national disaster risk management and civil protection plans. The initiative seeks to address current legislative gaps in SENAPRED regulations by formally including pets, production and work animals, and wildlife in emergency protocols.
The proposed law mandates that emergency plans must include specific procedures for the evacuation, transport, and temporary sheltering of animals. It also calls for the provision of primary veterinary care and sanitary management in safety zones during natural disasters such as fires, earthquakes, or floods.
The project is inspired by the rescue of a dog named Morocho, who became trapped in the Mapocho River during heavy rains. Proponents argue that without defined evacuation routes and animal shelters, owners may risk their lives by attempting to return to dangerous areas to rescue pets, or may be forced to abandon them during evacuations.
