Chile's Kast Administration Shows Low Policy Fulfilment and Early Governance Hurdles

A study released on 2 June by Rumbo Colectivo and the Red de Centros de Pensamiento Progresista measured the implementation of the 440 commitments pledged by President José Antonio Kast. The report found that only one measure (0.23%) had been fully fulfilled, 12 (2.73%) were partially completed, 76 (17.27%) were in progress and 351 (79.77%) had not been started. Analysts on the launch panel, including former minister Francisco Vidal and sociologist Alexis Cortés, said the administration has already breached more than 30 programmatic commitments through budget cuts and other executive decisions.

Former deputy and ex‑minister Rodrigo Álvarez, speaking on a television program, warned that the new government is already encountering fiscal pressure, low growth and uncertainty from frequent tax reforms. He noted, “Estamos recién empezando. Si esto fuera un partido de fútbol, llevamos cuatro minutos jugados,” and called for long‑term state agreements to overcome the lack of policy continuity.

Both the study and Álvarez’s remarks highlight concerns about the speed of ministerial changes, the need for faster public responses, and the difficulty of sustaining long‑term development goals under the current administration.
