Chile's Megareform Tax Bill Clears Senate, Ignites Political Debate

The government of President José Antonio Kast secured Senate approval for the Law of National Reconstruction and Economic Development, commonly called the “megareforma”. In the Chamber of Deputies the bill passed with 90 votes out of 155 seats (the 78‑vote threshold), while the Senate approved it with 30 votes out of 50 (the 26‑vote threshold). Finance Minister Jorge Quiroz highlighted the broad coalition support in the lower house and framed the measure as virtually approved, pending the final Senate vote on a municipal fund provision.

Key provisions include a reduction of the corporate income tax rate from 27 % to 23 %, a zero‑percent tax on capital‑gain earnings from listed securities, a halving of donation taxes for transfers to children or property, and a new 5 % flat tax on higher‑value real‑estate assets. The reform also offers incentives for repatriating overseas capital.

Opposition parties argue the reform was passed on a narrow partisan margin and question its legitimacy, warning that a lack of durable political consensus creates market uncertainty and could widen the fiscal deficit. Deputies from the Ñuble region have revived calls for a broader political reform to reduce congressional fragmentation, citing the megareform’s passage as evidence of the challenges of governing under a highly atomised parliament.
