China adopts mandatory safety standard for autonomous driving systems
China's Ministry of Industry and Information Technology (MIIT) has issued a mandatory national standard, GB 44721—2026, setting safety requirements for automated driving systems. The standard, approved by the State Administration for Market Regulation and the National Standardization Administration, will apply to Class M and Class N vehicles equipped with level 3 or level 4 autonomous driving functions and will come into force on 1 July 2027. It does not cover automated parking systems.
Manufacturers must establish safety‑assurance mechanisms covering the entire product lifecycle, including design, manufacturing and post‑deployment use. They are required to conduct simulations, field and road tests, improve dynamic driving‑task performance, and implement clear human‑machine interaction rules such as system‑status notifications and safe activation/deactivation procedures. For level‑3 systems, vehicles must monitor the driver’s readiness to take over control. The ministry also said it will tighten market‑access management and enhance testing methods for intelligent connected vehicles, aligning the rules with the UN Global Technical Regulation on automated driving.
The new rules follow a fatal crash in 2025 involving a partially automated vehicle, prompting tighter enforcement of safety standards as autonomous vehicles become more common on Chinese roads.
