China advances digital economy via data asset and AI initiatives in Guizhou and Zhejiang

Regional developments in China's digital economy are accelerating through new data governance and infrastructure initiatives in Guizhou and Zhejiang provinces.

In Guizhou, the “Data Asset Empowerment AI Application Exchange Series Activities” was held to discuss the integration of data assets with artificial intelligence. The event featured the release of the “China Intelligent Computing Area-City Collaborative Development Report (2026),” which highlights a shift in national policy from basic infrastructure construction toward value chain synergy. The report identifies Guizhou as a dual-function hub for both regional coordination and green intelligent computing. Additionally, the “Scenario Big Data White Paper 7.0” was introduced, proposing a public infrastructure for data element identity and standard addressing.

In Zhejiang, the Zhejiang Data Group Co., Ltd. was officially inaugurated in Hangzhou to serve as a provincial platform for data resource utilization and AI industry development. As a state-owned enterprise, the group is tasked with public data authorized operations and the construction of a provincial data hub. The group has entered into a strategic partnership with Daily Interactive, a data intelligence firm, to focus on trusted data spaces, data products, and services. This collaboration aims to create a cycle of data supply, model training, and industrial application to support Zhejiang’s digital economy goals.
