China announces measures to expand financial opening and market liquidity

At the 2026 Financial Street Forum in Beijing, Chinese financial regulators announced several measures aimed at institutional opening and market stability. Ding Xiangqun, head of the National Financial Regulatory Administration, stated that the agency will promote institutional opening to support foreign institutions and long-term capital entering the Chinese market. She emphasized the goal of bringing all financial activities under regulatory oversight to combat illegal activities.

Pan Gongsheng, Governor of the People's Bank of China, announced a series of policy measures to enhance market liquidity and connectivity. These include establishing liquidity support tools to manage large-scale redemptions in non-bank financial institutions and expanding the Standing Lending Facility (SLF) to include domestic and foreign-funded legal person banks.

Additional measures include promoting interconnectivity between interbank and exchange-traded bond markets, and piloting expanded foreign exchange trading capabilities for eight designated RMB clearing banks. Furthermore, authorities will introduce guidance to support financial services for international technology innovation centers in the Beijing-Tianjin-Hebei, Yangtze River Delta, and Greater Bay Area regions.
