China calls for international cooperation in AI capacity building

China is encouraging more nations to explore cooperation in artificial intelligence capacity building. Chinese Foreign Ministry spokesperson Guo Jiakun stated that the country welcomes the increasing number of nations joining the World Organization for Cooperation in Artificial Intelligence.

During the 2026 Global Governance Forum, Guo discussed the progress report on the Action Plan for AI Capacity Building for All. He emphasized that AI represents a new frontier in global governance and serves as a test for the efficiency of existing international systems.

Guo argued that global governance can only become more equitable if the capacity of countries in the Global South is strengthened. He further advocated for the respect of digital sovereignty, asserting that every nation has the right to develop its own AI capabilities tailored to its specific national conditions and practical needs.
