China develops new air quality plan and expands carbon market

China is developing a new action plan to ensure long-term improvements in air quality. According to Xu Bijiu, Vice Minister of Ecology and Environment, the plan will implement stricter concentration limits for PM2.5, PM10, sulfur dioxide, and nitrogen oxides. The strategy focuses on regionalized policies, maintaining rigorous controls in key areas like the Beijing-Tianjin-Hebei region and the Yangtze River Delta, while designating areas such as the Chengdu-Chongqing region and parts of Xinjiang for intensified intervention. Pioneer regions including the Guangdong-Hong Kong-Macao Greater Bay Area, Fujian, and Hainan will explore world-class standards and new improvement approaches.

In parallel, China is expanding its national carbon emission rights trading market. Minister of Ecology and Environment Huang Runqiu reported that the cumulative trading volume exceeded 930 million tons by the end of July. The market, which currently includes power generation, steel, cement, and aluminum smelting, is set to expand into high-emission sectors such as petrochemicals and chemicals. Vice Minister Li Gao stated that this expansion aims to bring approximately 80 percent of the country's carbon dioxide emissions under effective control. These initiatives support China's broader goals of peaking carbon emissions before 2030 and achieving carbon neutrality by 2060.
