China closes record 670 banks in 2025 amid banking consolidation

China is undergoing a massive restructuring of its banking sector, with a record 670 banks closing in 2025. According to data from the National Financial Regulatory Administration (NFRA), the total number of banking entities has dropped by 23% over the last four years, reaching 3,139 by 2025.

Most closures have occurred in rural areas. Fitch Ratings identified these small, rural, and city-level institutions as the weakest link in China's $64 trillion banking system, citing poor asset quality, low capitalization, and governance issues. These smaller banks hold more than 25% of the nation's total banking assets.

The consolidation is driven by efforts to simplify regulation and mitigate liquidity risks amid a slowing economy, deflationary pressures, and a prolonged real estate crisis. Financial performance in the rural sector has declined, with return on assets falling to 0.45% in the first half of 2026 compared to 0.56% in 2021. Additionally, non-performing loans among rural lenders have risen to 2.8%, significantly higher than the 1.5% sector average.

Recent actions include the takeover of Z-Bank in Wuhan by local authorities, which was subsequently merged into Hankou Bank. Analysts suggest this trend of merging or dissolving smaller, vulnerable institutions will continue as regulators seek to strengthen the overall financial system.
