China creates 10.52 million urban jobs through September 2026

China created 10.52 million new urban jobs between January and September 2026, reaching 87.7% of its annual target. According to Li Zhong, Vice-Minister of Human Resources and Social Security, the surveyed urban unemployment rate averaged 5.2% during the first eight months of the year, indicating general stability in the labor market.

To address structural challenges such as youth unemployment and an aging population, the government is launching several initiatives. These include support for university graduates, improving job quality for flexible and new-model workers, and assisting rural migrant workers.

Additionally, the ministry plans to promote employment in response to the advancement of artificial intelligence through professional training campaigns. These efforts are part of the broader XV Five-Year Plan (2026-2030). Current data shows the number of skilled workers has exceeded 220 million, with over 72 million classified as highly qualified.
