China cuts forest fire incidents by 72% over two decades

China’s worst wildfire in three centuries, the 1987 “Dragon Black Fire” in Heilongjiang province, burned about 10,000 km², killed 211 people and left 50,000 homeless. In the 1980s the country averaged roughly 14,000 forest fires per year, according to the Ministry of Emergency Management.

By 2021, recorded fires fell to 616 and dropped further to 226 in the following year – the lowest figures since systematic statistics began. Non‑agricultural forest fires declined 72.23 % between 2003 and 2023. During the 14th Five‑Year Plan (2021‑2025) the reduction compared with the previous plan reached 80 %, while the total burned area shrank 92.5 % from 1988 to 2024, according to data cited by the International Association of Wildland Fire.

Experts attribute the decline to large‑scale reforestation in southeast and southwest China, stricter prevention policies and the deployment of public‑sector investment and technology. A study by the Chinese Academy of Sciences and Mississippi State University concluded that effective governance markedly reduces fire frequency under climate‑change conditions.
