China dismisses top military commanders following Sino-Indian border talks

China has announced the dismissal of two high-ranking military commanders, General Zhang Youxia and General Liu Zhenli, from the state Central Military Commission (CMC). The removals follow investigations into suspected “serious violations of discipline and law” that began in January. General Zhang, the former Vice-Chairman of the CMC and a close confidant of President Xi Jinping, was the highest-ranking uniformed officer in the People's Liberation Army (PLA). General Liu, who served as chief of the CMC's Joint Staff Department, was responsible for combat planning and operations.

These leadership changes occur shortly after the 25th round of Special Representatives talks between India and China in Beijing. During these negotiations, Indian National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi agreed to pursue an “early and substantial harvest of boundary delimitation.” The discussions included agreements to establish new military hotlines in the eastern and middle sectors of the Line of Actual Control (LAC) and to create two new meeting points for military commander-level talks.

While the 2005 foundational agreement called for a “package settlement” of the entire boundary, the 2026 outcome suggests a shift toward a “piecemeal and incremental approach.” This strategy appears to prioritize the less contested middle and eastern sectors, potentially leaving the western sector for later resolution.
