China drafts anti‑cyberbullying law with fines up to 10 million RMB

China has released a draft law aimed at curbing cyberbullying. The proposal contains 60 articles and will remain open for public consultation until August 28. It defines cyberbullying as sustained or coordinated online behavior that infringes on an individual's legal rights, including reputation, privacy and personal data.

The draft places new duties on internet platforms, requiring user registration, stronger content‑moderation tools, early‑warning mechanisms and procedures for handling complaints. Companies that violate the rules and cause particularly severe harm could face fines of up to 10 million Chinese yuan (about 4.8 million US$). The legislation also bans providing technical services, such as hosting or payment processing, to individuals or groups engaged in cyberbullying, and restricts the sale or rental of SIM cards and online accounts used for abuse.
