China enforces tax deadline on offshore trust income
China’s wealthiest individuals face an October 22 deadline to declare and pay taxes on income held in offshore trusts. Following rules issued in July, resident individuals must report gains on assets moved into overseas structures and pay a flat 20 percent individual income tax.
For years, founders of companies listed in Hong Kong and the United States utilized offshore trusts in locations such as Hong Kong, Singapore, and Tokyo to manage succession and keep wealth outside mainland scrutiny. The State Taxation Administration is now targeting unpaid liabilities using data from corporate filings and wealth rankings.
Analysts suggest the crackdown may drive capital toward portable, dollar-denominated digital assets like U.S. stablecoins. The move comes as local governments face cash shortages due to a struggling property market, prompting Beijing to seek increased revenue through personal income tax. Some experts view the policy as a broader effort to prevent capital flight and ensure wealth remains available to fund domestic technology projects.
