China establishes Central Leading Group for Social Governance

The Chinese Communist Party (CCP) has established a new Central Leading Group for Social Governance to enhance cross-departmental coordination and maintain social stability. The group is reportedly headed by Politburo Standing Committee member Cai Qi, with Li Ganjie, Li Shulei, Chen Wenqing, and Mu Hong serving as deputy heads.

While Beijing has not officially announced the formation of the body, local government reports in regions such as Inner Mongolia, Henan, and Zhejiang indicate the group is already active. Evidence suggests the group has held multiple plenary meetings and that a network of provincial-level counterparts has been established to implement its directives.

The initiative aligns with broader efforts by the Central Social Work Department, established in 2023, to strengthen Party influence in emerging sectors. This includes managing “new employment groups” such as delivery workers and ride-hailing drivers, as well as increasing Party-building within internet platforms and technology companies. The move signals a renewed focus on internal security and grassroots governance ahead of the 21st national congress expected in 2027.
