China establishes National Data Group to advance AI development
China has officially launched the National Data Group, a central state-owned enterprise headquartered in the Xiong'an New Area of Hebei province. The group's primary mission is the development and utilization of data resources to support artificial intelligence (AI) growth and foster a robust data industry ecosystem.
According to official reports, the group aims to bridge the gap between national and regional data operations. It is backed by seven major shareholders, including the State Council, the Xiong'an New Area Management Committee, and major telecommunications and utility providers such as China Mobile, China Unicom, China Telecom, State Grid, and China Southern Power Grid. This structure integrates vast datasets, including telecommunications records and power consumption data.
While Chinese officials state the move is intended to capture AI opportunities and build a digital China, observers have raised concerns regarding data monopoly, privacy risks, and the potential for increased surveillance. The group's leadership includes Chairman Jian Qin and General Manager Chen Ronghui.
