China Expands AI Alliances and Deploys AI Across Governance and Tourism
China has accelerated its artificial‑intelligence strategy, issuing the "New Generation Artificial Intelligence Development Plan" in 2017 with a goal of global leadership by 2030, launching the World Artificial Intelligence Conference as a diplomatic platform, and establishing the World AI Cooperation Organization in Shanghai in July 2026 with 29 founding members. In response, the United States rolled out the "American AI Initiative" in 2019 and, after the 2025 presidential return, introduced the "Pax Silica Declaration" to create a trusted AI and semiconductor supply chain with an initial group of seven allied nations, later expanding the coalition to 35 countries.

Meanwhile, Huawei partnered with Shaanxi Culture Industry Investment Group to launch BoGuan, a multimodal large‑language model specialized for cultural tourism in Xi’an. BoGuan draws on a dataset of 31 million images, 4.4 million minutes of video and 960 million text items, powers AI travel assistants, multilingual guides and a video‑factory tool, has reached over four million users and helped increase regional digital‑product revenue by roughly 30‑40 %.
