China implements first specialized regulations for micro-short drama industry
China has implemented its first specialized departmental regulation for the micro-short drama industry, the ‘Measures for the Development and Management of Micro-short Dramas’. Effective September 1, the regulation establishes a comprehensive institutional framework covering creation, production, broadcasting, and supervision. A key feature is the introduction of a classified and graded management mechanism that categorizes dramas into three levels based on investment amounts and subject matter, with varying requirements for filing and auditing.
The regulation also mandates that micro-short dramas produced using artificial intelligence must include clear labels on each episode to ensure viewer awareness.
Parallel to these regulatory shifts, the industry is characterized by a unique production model described as an ‘algorithm-locality’ order. While the market has grown significantly—exceeding 63.4 billion yuan by mid-2025—the production process remains highly informal. This model relies on flexible, low-cost, and non-professionalized labor forces that are structurally coupled with the speed and efficiency requirements of platform algorithms.
