China issues 19 measures to develop new productive forces and AI

China's Communist Party Central Committee and the State Council have issued 19 strategic measures aimed at developing what they term “new productive forces.” This policy framework focuses on accelerating high-quality economic development through scientific and technological innovation, industrial integration, and institutional reform.

A central pillar of the initiative is the “AI Plus” program, which seeks to integrate artificial intelligence into traditional manufacturing and service sectors. The guidelines prioritize breakthroughs in core AI technologies, computing power, algorithms, and data supplies. To support this, the government plans to establish national pilot bases for industrial AI applications and promote the development of emerging sectors like humanoid robots, drones, and the low-altitude economy.

While the policy encourages rapid technological advancement, it also includes strict warnings against “blind investment” and the creation of speculative bubbles. Authorities are calling for regional governments to assess their actual capabilities—such as talent, infrastructure, and demand—before launching high-tech projects to avoid duplication and wasted resources. The framework also emphasizes the need for a technological monitoring and emergency response system to ensure that AI development remains safe, reliable, and controllable.
