China issues guidelines to mitigate AI-driven job losses

The State Council of China has released 18 measures aimed at managing the impact of artificial intelligence on the labor market. The guidelines advocate for a gradual introduction of AI in labor-intensive sectors and require companies to provide advance notice to employees affected by automation.

To mitigate displacement, the government recommends professional retraining, career transition support, and the development of contingency plans for large-scale unemployment scenarios. The measures also focus on protecting workers' rights by addressing algorithmic discrimination in hiring, privacy violations, and the right to rest.

Simultaneously, the policy seeks to leverage AI to create new employment opportunities. This includes promoting new professions such as AI engineers, digital managers, and AI trainers, while encouraging entrepreneurship within the technology sector. The government aims to balance technological progress with social stability by monitoring occupational risks and enhancing social security for those in flexible or new forms of employment.
