China launches $5‑trillion Six Networks plan to power AI and expands economic statecraft

Beijing has unveiled the "Six Networks" programme, a national infrastructure drive slated for completion by 2030 that will invest more than 26 trillion yuan (about US$5 trillion). The plan upgrades six critical systems – electricity, water, telecommunications, computing, logistics and underground pipe networks – to create a resilient, low‑carbon foundation for the country's anticipated AI‑driven economy. Key elements include high‑performance supercomputing centres, expanded data‑centre capacity, ultra‑high‑speed fibre broadband, satellite internet and the development of a sixth‑generation (6G) mobile network, alongside upgrades to power grids, long‑distance transmission lines and renewable‑energy storage.

At the same time, Chinese officials are sharpening an economic statecraft toolkit that blends trade, investment, export controls, regulations and strategic infrastructure projects to advance geopolitical goals, especially in relation to the United States. Analysts note that this coordinated use of economic power is intended to shape international standards, bolster the Chinese manufacturing base and increase leverage in diplomatic negotiations.
