China launches agricultural financing strategy to bolster food security
China has introduced a comprehensive financing strategy for agriculture and rural development intended to bolster food security and establish a sustainable investment system by 2030. The plan aims to increase capital flow into the rural economy by utilizing diverse channels, including government budget allocations, bank credit, agricultural insurance, bonds, and private investment.
Key focus areas include livestock, agricultural infrastructure, and technological innovation. To support these sectors, local governments will be permitted to use special and general bonds for rural industrial and public-service projects. Banks are encouraged to increase lending to grain- and seed-producing counties, with provisions to use livestock, farm machinery, and warehouse receipts as collateral. Additionally, the strategy seeks to expand agricultural insurance coverage for staple crops such as rice, wheat, corn, and soybeans.
