China unveils cross‑border financing reforms and promotes scaled innovation at Dalian forum

China's State Administration of Foreign Exchange announced a "bundle" of new policies aimed at simplifying capital‑project settlement and payment procedures, expanding the scope of eligible enterprises, piloting green bond programs, and moving more registration services online to lower costs for foreign‑invested and outbound firms. The reforms are intended to boost the efficiency of cross‑border investment and financing while maintaining macro‑prudential safeguards, with foreign‑exchange business volume more than doubling in the first half of the year.

At the same time, the World Economic Forum's summer Davos meeting in Dalian gathered over 1,700 participants from more than 90 countries to discuss "scaled innovation" as a driver of economic growth. Speakers highlighted a range of emerging technologies—including AI, quantum‑simulated drug discovery, and green‑energy solutions—and stressed the need for coordinated efforts among government, industry, academia, and finance to translate breakthroughs into broad societal benefits.
