China launches prefabricated power base and world’s first underwater data center for AI

China is introducing new infrastructure to support the rapid expansion of AI‑driven data centers. In Qingdao, a prefabricated power base built by TGOOD became operational on 6 June. The 2,200 m² modular unit supplies continuous electricity, can be assembled up to 70 % faster than traditional builds, reduces site space by more than 30 % and cuts overall costs by around 20 %. The design also allows direct connection to renewable energy and promises up to a 30 % reduction in electricity cost per token.

Separately, near Shanghai’s Lingang Special Zone, China inaugurated the world’s first underwater data center. Situated about 9 metres below sea level and costing roughly $226 million, the pilot facility uses seawater cooling and a nearby offshore wind farm to lower energy consumption by about one‑fifth. With a maximum capacity of 24 MW, the submerged center demonstrates an alternative approach to the heat‑intensive demands of AI training.
