China warns of countermeasures against US biotech investment curbs

China's Ministry of Commerce has formally urged the United States to halt the expansion of restrictions on American investments in sensitive technology sectors. This response follows a proposal from the US Treasury Department to update its Outbound Investment Security Program.

The US proposal seeks to add biotechnology to a list of restricted sectors that already includes semiconductors, microelectronics, artificial intelligence, quantum technology, high-performance computing, and hypersonic systems. Washington maintains these measures are necessary to prevent US capital from supporting the development of dual-use technologies by foreign adversaries that could threaten national security.

Beijing has criticized the move as “discriminatory” and an overextension of the concept of national security. Chinese officials stated that the proposal undermines bilateral economic relations and contradicts recent understandings reached between the leaders of both nations. While China has not specified the nature of its response, it has reserved the right to take countermeasures to safeguard its legitimate interests.
