China outlines educational development goals for the Fifteenth Five-Year Plan

China is outlining its educational development strategies for the upcoming “Fifteenth Five-Year Plan” period. The Ministry of Education has indicated that the nation has already established a large-scale education system, with the population receiving higher education reaching 270 million.

Key objectives for the next five years include improving the quality of basic education, expanding higher education capacity, and building a modern vocational education system to support industrial development. The plan also emphasizes cultivating high-level teaching staff and deepening reform to increase the global competitiveness of the Chinese education brand.

Additionally, seven government departments have launched the “Fifteenth Five-Year Plan Action Plan for Special Education Development.” This initiative aims to ensure that the enrollment rate for school-aged children with disabilities remains above 97% by 2030. The plan focuses on expanding resources, improving teaching quality for children with autism, utilizing digital and AI technologies, and strengthening funding mechanisms to create a more inclusive and high-quality special education system.
