China prioritizes food security and market regulation for 15th Five-Year Plan

China is prioritizing food security and market regulation as part of its upcoming ‘15th Five-Year Plan’ strategies. Officials from the State Food and Strategic Reserves Administration reported that despite global volatility caused by El Niño and geopolitical conflicts, China’s grain market remains stable. National grain production has consistently exceeded 650 million tons since 2015, reaching 715 million tons in 2025, supported by a robust reserve system and extensive processing capabilities.

In agricultural field inspections in Heilongjiang and Jilin, Premier Li Qiang emphasized the importance of ensuring stable grain supplies through technological innovation, black soil protection, and modernizing irrigation. He called for increasing agricultural productivity and enhancing the value chain through deep processing.

Simultaneously, market regulators announced plans to strengthen anti-monopoly enforcement in essential livelihood sectors, including water, electricity, gas, and heating. The State Administration for Market Regulation aims to curb ‘involutionary’ competition by shifting the focus from price wars to quality. Furthermore, authorities plan to amend the ‘E-commerce Law’ to increase penalties, such as proportional fines and business suspensions, to better regulate the platform economy and protect consumer rights.
