China outlines infrastructure goals for Fifteenth Five-Year Plan

China is advancing strategic development goals for its “Fifteenth Five-Year Plan” period, focusing on high-quality growth through major infrastructure and technological upgrades.

In the transportation sector, authorities aim to build a comprehensive national integrated transport network. Key objectives include expanding cross-regional corridors, enhancing railway connectivity through the “eight vertical and eight horizontal” high-speed rail network, and strengthening international aviation cargo capabilities. The goal is to increase the completion rate of the national integrated transport network skeleton to 95% by 2030. Additionally, the postal industry will focus on smart logistics and green transitions to better serve rural and urban areas.

Simultaneously, the nation is prioritizing the construction of next-generation communication networks as part of a broader digital strategy. This includes the deployment of 5G-A, satellite internet, and low-altitude information infrastructure to create an integrated “space-air-ground-sea” network. These advancements are intended to support the digital economy, artificial intelligence, and industrial automation. Industry experts predict that these communication network developments could drive approximately 7 trillion yuan in total output across upstream and downstream industries over the next five years.
