China passes new laws for water resources and Antarctic protection

Chinese legislators have approved two significant pieces of legislation aimed at environmental management and resource protection.

A revised Water Resources Law, set to take effect on March 22, 2027, establishes a legal framework for the planning, protection, and efficient use of water resources. The nine-chapter law prioritizes water conservation, balanced spatial distribution, and systematic governance through both government and market mechanisms. It also addresses the management of rivers, lakes, aquatic ecosystems, and water-related disasters. Recent data from the Ministry of Water Resources indicates improving efficiency, with water consumption per 10,000 yuan of GDP decreasing by 4.5% last year.

Additionally, the National People’s Congress approved a law regarding Antarctic activities and environmental protection, effective January 1, 2027. This seven-chapter law regulates Chinese scientific research, tourism, and maritime transport in the region. It mandates environmental impact assessments, waste management, and the protection of local flora and fauna to minimize ecological damage. The legislation aims to safeguard national interests and assets while reinforcing China’s commitment to the Antarctic Treaty and the peaceful use of the continent. China currently operates five research stations in Antarctica.
