China prioritizes tech self‑reliance and talent development under Xi

President Xi Jinping has reiterated that technology is the foundation of national strength and innovation the soul of progress. He called for “self‑reliant, high‑level scientific and technological capabilities” and outlined a roadmap that includes strong basic research, breakthroughs in core technologies, international influence, talent cultivation and robust governance.

Xi also stressed the need to build a massive, well‑structured talent pool. He urged reforms to talent management, flexible use of experts, and stronger support for basic‑research scientists, youth innovators and practical engineers. Education reforms, from primary schools to elite universities, are to be aligned with the goal of producing world‑class scientists, engineers and innovators.

The directives were delivered at major national science gatherings, including the National Science Conference, the Science and Technology Awards ceremony and the academicians’ meetings, where Xi inspected AI, robotics, quantum and other frontier achievements. The emphasis on “five strengths” and “eight persistences” aims to integrate education, technology and talent into a unified strategy for China’s modernization and global competitiveness.
